Oregon has a law (Oregon Revised Statutes § 106.120) that specifies who can solemnize marriage, including all ministers, including online ordained ministers of American Marriage Ministries.

To prepare for a wedding ceremony, one must pay a fee (about $30) and register online with a church like the Universal Life Church. Some states require registration once you get ordained online. Oregon allows ministers and couples to customize the wedding ceremony as they see fit. The only requirements for an Oregon wedding ceremony are an officiant, the couple, and one witness.

The Oregon State Government has no laws requiring officiant registration or office dedicated to the registration of wedding officiants. However, they must have all the state and local officiating requirements before the wedding ceremony. Family and friends can only officiate a wedding if they are a religious, civil, ordained, licensed minister, judge, magistrate, justice of the peace, or licensed celebrant.
