A civil marriage is a marriage ceremony officiated by a Licensed Solemniser in the presence of two credible witnesses. The Registry of Marriages (ROM) Singapore administers the provisions of the Womens Charter 1961 for the solemnization and registration of civil marriages. Our Marriage Journey (OMJ) is a service that guides couples through the civil or Muslim marriage process in Singapore.
To register a marriage in Singapore, at least one party must be a Singapore Citizen/ Permanent Resident, and both parties must be foreigners. Inter-faith marriages are only available to a Muslim bride and groom, and inter-faith marriages where one party is not a Muslim cannot be registered.
The matrimonial law of Singapore categorizes marriages contracted in Singapore into two categories: civil marriages and Muslim marriages. The governing law for non-Muslim and Muslim marriages is generally governed under the Women’s Charter (the “Charter”), as provided for under section 3.
Civil marriages are simpler than Muslim marriages, as both parties must be at least 21 years old. Only heterosexual couples are allowed in Singapore, and marriages with ex-spouses need to be legally dissolved. If one party is not a Singaporean or a Permanent Resident, they must show at least 15 days of continuous residence in Singapore before filing a notice to get married.
In some countries, people are required to undergo a brief civil ceremony before any type of religious ceremony. Civil marriages can be registered at the Registry of Marriage (ROM) or online.

What does civil mean in a marriage?
A civil marriage is a government-recognized marriage. It can be performed by a religious body or be entirely secular.
History Most countries keep track of who is married and who isn’t. All United Nations (UN) Member states except Iran, Somalia, South Sudan, Sudan, and Tonga have signed or ratified either the United Nations Convention on Consent to Marriage, Minimum Age for Marriage, and Registration of Marriages or the United Nations Convention on the Elimination of All Forms of Discrimination against Women. These conventions require countries to register marriages. Most countries define the conditions of civil marriage separately from religious requirements. Some states, like Israel, only allow couples to register if they were married in a religious ceremony or in another country.
England. In medieval Europe, marriage was based on canon law. This law only recognized marriages where the couple said they were married to each other. You didn’t have to be married by anyone official. The Lord Hardwicke Marriage Act of 1753 made all marriages in England official and required them to be performed in a religious setting. Any other form of marriage was banned. Children born into unions that weren’t valid wouldn’t automatically inherit their parents’ property or titles. The Act didn’t apply in Scotland for historical reasons. Until 1940, a man and a woman could pledge their commitment to each other in front of witnesses to legalize their marriage in Scotland. This led to many quick marriages in Scottish towns near England. Gretna Green was especially known for this. In 1836, the religious requirement for marriage was removed. Now, anyone can register a marriage.

My gf and I work in the same company and married couples not allowed to work in same department. So I’m wondering if MOM will contact your employer to inform that you have submitted the documents for ROM? How long did the process take from the moment you submitted you documents online, to the date you signed your ROM? Thanks

Hi Justine, may I check with u if the appointment date for documents verification is right before the solemnization date or do we get to choose a date? My boyfriend resides in China and we are planning to get solemnised when he arrives in Singapore through the travel bubble. But the duration of travel visa is only valid for 14 days, so I’m wondering how the 21 days are gonna work. Is it possible to do e-filing before he gets into Singapore, but only do the documents verification two weeks later when he gets into Singapore? Thank you so much in advance for your reply! 🙂
Hii! Thanks for your article, it’s so informative! My bf and I are planning to get married in Singapore. We cannot marry in our country because our religions are different🥲 There are some things that I’m still confused: 1. Can we give money to the solemnizer? 2. How do you chose the witnesses? Are they random people, or I can call my friends? If they’re strangers, are we required to give some money? 3. Can our parents attend the ceremony? I hope you can help me answer these questions 😆
Attention all GUYS Firstly, I just got divorced. Sadly I was not given any monies for the matrimonial flat. Reason because I trusted my ex wife by asking her to pay the mortgages and she was a foreigner. Whether she is a foreigner or not. My advice to all the GUYS IN SINGAPORE DON LET YOUR WIFE HANDLE THE PAYMENT OF YOUR MATRIMONIAL PROPERTY CAUSE IF YOU DIVORCE MOST LIKELY THE COURT WILL GIVE TO HER. DON LISTEN AND YOU WILL REGRET
