This isn’t from leveling down, but from leveling away from the previous class. A player can move from level 20 to level 1 without losing any stats. Each stat has a cap. These stats are based on class. Base classes have lower stat caps than advanced classes. Special classes like Fire Emblem Dancer and Thief have their own unique caps.
